Step 1 - Certification
Certification Instructions for Referees
Those interested in becoming a referee for the first time must complete following requirements PRIOR to attending an Entry Level clinic.
On the State Referee Committee (SRC) Google Calendar, click the Entry Level Grassroots course you would like to attend in person.
At the bottom, click "More Details." Then, scroll down on the new window and click the link at the bottom to register for the in-person course. (Links will be live on July 1st)
Using the link in the Google Calendar (DO NOT GO DIRECTLY to the Learning Center.) Create a US Soccer profile on their online Learning Center. Use the referee's email address, do NOT use a parent/guardian's email address. This is how we will communicate with our referees and for other reasons. If parents use their own email address it will make things more difficult with the registration process.
**Your fee in the US Learning Center will reflect the subsidy. There is no discount code needed.
Step 2 - Complete Online & In-Person Training
Complete a 4.5 hour e-learning Grassroots Level experience on US Soccer's online Learning Center. The exact link will be posted on the Google Calendar in the details portion for each clinic. This course is about 4 hours AND musts be completed before attending the in-person portion of the clinic. There are several parts to this online course. Once you log in, click on the "Assignments" tab. There you will see the Online Grassroots Referee Course, SafeSport Training, Introduction to Safe and healthy Playing Environments, and Grassroots Referee Certification Quiz. Questions from the test are taken directly from those modules.
Course Cost Breakdown
effective July 1, 2022
Certification between July 1 and Dec 31 (certification good until the following Dec 31, for example if you register in July of 2023, your certification will be good until December 31 of 2024)
$110 – certification fee ($90 to SRC and $20 to US Soccer)
With UYSA’s subsidy your certification fee will be $60
Certification between Jan 1 and June 3 (certification good until the next Dec 31, for example if you register in January of 2023, your certification will be good until Dec 31 of 2024)
$90 – certification fee ($70 to Utah SRC and $20 to US Soccer)
With UYSA’s subsidy your certification fee will be $40
Step 3 - Order Referee Uniform Kit
Once you have completed your referee certification and online coursework, you will receive a notice from the State Referee Association with a redemption code to place your uniform order.

Step 4 - Register w/ UYSA
Now you can register as a NEW referee in UYSA’s assigning system. Follow the registration instructions below.

Referee Re-Certification
If you are already a certified referee and need to complete your recertification, you will sign up on the US Learning Center.

The recertification course is all online.
The UYSA subsidy applies to recertification costs too.
Certification between July 1 and Dec 31- with UYSA’s subsidy your re-certification fee will be $60

Regional Certification Maintenance
Requirements
Two (2) passing evaluations as a referee and one (1) as an assistant referee (a score of 70 or higher is passing)
One at the adult amateur level one at the highest youth level (18U or 19U)
2 x 45 minute half Evaluations
Must be done by two different referee instructors
Must pass physical fitness test
Certification Upgrade
Why Upgrade?
The reasons and motivations to be a referee are as different and varied as the personalities, ages and skill levels of referees themselves. The same applies for reasons to upgrade. Check out the Utah SRA reasons for upgrading by clicking here.

Minimum of 3 passing evaluations as a referee (a score of 74 is required to upgrade)
Two at adult amateur level & one at highest youth (18U or 19U)
